Senior Technical Program Manager

The Partner Quality Engineering (PQE) team knows performance is how every Windows PC is judged — how fast it starts and resumes, how quickly apps launch, how long the battery lasts, and how well it runs on everyday hardware. These are the fundamentals customers feel each day, and the measures that partners, reviewers, and buyers use to rank one device against another.  As a  Senior Technical Program Manager , you will own the performance outcomes for the Windows device ecosystem. You define the metrics that matter, turn assessment data into clear guidance partners can act on, influence how devices are designed and built, and drive the performance and power issues that matter most to resolution. Own the performance signal for the ecosystem: define and track the KPIs that matter most, and make the data clear and actionable for partners and leadership.  Influence device design so hardware ships competitive fundamentals out of the box — fast startup and resume, quick app launch, and strong battery life.  Champion great performance on mainstream and entry-level devices, including efficient use of memory on resource-constrained designs.  Keep performance assessments relevant to how people really use their PCs, partnering with engineering teams on what to measure and how.  Drive performance and power issues to resolution with device and silicon partners through hands-on workshops and co-engineering.  Represent performance externally at major industry and partner events, and build the enablement that helps partners resolve common issues on their own.  Bring data and AI into performance triage to find and fix issues faster, and help shape how those capabilities are adopted over time.

Required Qualifications: Bachelor's Degree AND 4+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience Other Requirements:  Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to the following specialized security screenings: Microsoft Cloud Background Check:  This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

4+ years of experience shipping products in a Program Manager, Technical Program Manager (TPM), Product Manager, or Developer capacity.  4+ years in program management or engineering, ideally in device performance, platform or hardware ecosystems, or developer and engineering tools.  Experience with product fundamentals such as performance, power/battery life, or silicon engagements.  A track record of driving measurable performance improvements on shipping products with external partners — not just tracking metrics.  Data fluency: able to define and defend KPIs, and to translate telemetry and benchmarks into clear, actionable guidance. Experience influencing hardware or product-design decisions through data and benchmarking.
