As a National Security Capture Manager, you will understand the nuances and unique challenges that come with this exciting territory. Lead high-value capture pursuits. Own the end-to-end Shipley-based capture process for complex national security opportunities. Drive win strategy and pricing. Conduct engaged analysis, risk assessments, and establish Price-to-Win modeling for strategic pursuits. Orchestrate cross-functional bid teams. Mobilize matrixed teams across Engineering, Legal, Finance, and Proposals to construct highly engaged deliverables. Engage executive stakeholders. Cultivate trusted business relationships with contracting officials and executives within the Intelligence Community. Shape mission-critical requirements. Lead pre-RFP customer engagements and proof-of-concepts to align agency needs with sovereign cloud capabilities.
Minimum qualifications: Bachelor's degree or equivalent practical experience. 7 years of experience in Capture Management, Business Development, or Program Management within the US Federal Public Sector, with a focus on National Security and the Intelligence Community (IC). Experience working with or supporting National Security agencies such as CIA, NSA, DIA, NGA, or NRO. Experience with the federal procurement lifecycle, including FAR/DFARS regulations, OTA (Other Transaction Authority) vehicles, and sovereign cloud compliance standards. Experience leading and securing federal business opportunities within the public sector. Must possess an active Top Secret/SCI security clearance, and the willingness to undergo a polygraph. Preferred qualifications: MBA or Master’s degree in a technical field or equivalent advanced degree. Shipley or APMP Certification. Established relationships with federal Systems Integrators (SIs), value-added resellers (VARs), and small business partners active in the National Security space. Strong technical fluency in modern cloud computing architectures (SaaS, PaaS, IaaS), sovereign cloud infrastructure, and AI/ML applications within public sector missions.
