Head of Policy Scaling - Trust and Safety

The Trust & Safety team at TikTok ensures our global community is safe and empowered to create and enjoy content across all our applications. The Policy Scaling team serves as an essential governance function and bridges from policy principle to actual enforcement — ensuring that policies reflect and account for the nuances of actual content and user behavior, are consistently applied, and are continuously improved.

We are looking for a Head of Policy Scaling to lead a globally distributed team of Policy Leads and Policy Managers. As a leader, you will sit at the intersection of Policy, Product, Operations, and business teams, ensuring policy intent is mirrored in enforcement outcomes, and policies are responsive to shifts in content trends and user behavior.

Responsibilities: - Global Team Leadership: Build, lead, and develop a high-performing, globally distributed team of Policy Leads and Managers. Foster an inclusive, resilient culture capable of handling complex, fast-moving challenges associated with Trust & Safety. - High-Quality Labeling & Evaluation: Lead the team on production of high-confidence labeled datasets to support policy performance evaluation across features and identify areas of ambiguity that need to be addressed through policy guidance. - Policy Guidance: Lead the team in maintenance of internal policy guidance to ensure T&S teams are aligned on how to apply policies across a range of methodologies. - Cross-Method Consistency Oversight: Lead evaluation of how policies are applied across human moderation, automation, and hybrid workflows — identifying gaps, drift, or unintended inconsistencies. - Structured Feedback for Policy Development: Identify ambiguity, operational friction, emerging harm patterns, and unintended consequences across harm domains — and provide structured feedback to refine policy drafting. - Business Partnership: Act as a key partner to business teams in areas such as monetized products and emerging business strategy, providing guidance on policy approach, establishing new processes, and coordinating with policy development and product policy teams to support novel issue areas.
