Reimagine What’s Possible Purpose The Senior Project development Engineer (PDE) will be responsible for the co-ordination, preparation and management of proposals in the region or support bids for other. Nature & Scope The Project Development Engineer (ASU) is responsible for producing the lowest cost estimates and technical proposals at a quality level which enables Air Products to win profitable new projects that can be executed on budget and on schedule and will support both Air Products Sale of Gas and Sale of Equipment businesses as well as leading proposals to our Joint Venture Partners. These new projects will supply industrial gases to Chemical industry, Coal Chemical Industry, Steel industry, Electronics industry etc. as well as merchant market customers.
Key Responsibilities
Coordinate receipt and review of RFQs/tenders, including logging, tracking, compliance checks, and clarifying scope of work and client expectations. Development of winning bid strategies, working in collaboration with Function Leadership and Business Teams. Supporting product development and improvement activities to drive competitiveness of our products and offerings. Ensuring that there is constructive collaboration across different functional teams (engineering, projects, Business team, Process technology etc.) in the preparation of proposals. Completion of assigned technical proposals and estimates on time, in line with Customer requirements and within the budget agreed with the Commercial Manager. Ensuring bid risks are effectively evaluated and documented with mitigation methods Engage with vendors (if required) for technical discussions, quotations, and alignment of specifications and scope. Developing estimates & working with construction estimation team Reviewing equipment offers, BOQs, validating benchmarks. Lead internal management review, presenting risk assessments, key assumptions, costing summaries, and competitive insights. Developed comprehensive techno proposals including scope write-ups, technical deliverables, Estimates, exclusions, and deviations. Ensure that all proposals adhered to AP standards and are fully compliant with BMS documentation, templates, and quality requirements Support Business Team in contract review and coordinate handover to project execution teams after award Win /Lost order analysis Qualifications Required: Degree in Engineering Up to 8-15 years’ experience in relevant industry & Roles Semiconductor Gas bidding experience Led ≥3 firm bids (>USD 50MM) Strong commercial mindset Able to lead cross-functional teams independently Comfortable presenting to customers and management Understand CAPEX + OPEX+ schedule + risk Broad experience in Industrial Gases, Oil & Gas , Petrochemical industries Ability to travel both Local and international (approx. 10-15% annually) Experience of EPC projects Due to the nature of the role, the incumbent must be comfortable working in a fast-paced work environment with a demanding workload while balancing changing/competing priorities Preferred: Experience in Air Separation industry /Technology Licenses / Certifications: Competencies Experience of working in organizations in Industrial gases, Oil & Gas, Petrochemical industries preferred Self-Management and motivation to win profitable projects Demonstrate ability to work productively and proactively in a global team environment, collaborating with functional groups across the entire breadth of Air Products in all regions Sound business and financial
