Job Summary The Director of Construction Management and Oversight provide strategic leadership for the planning, coordination, execution, and field oversight of transmission line and substation construction projects for an investor-owned electric utility. This role is responsible for establishing construction management direction, ensuring effective integration between construction coordinators and project teams, and promoting safe, reliable, high-quality construction practices across the capital project portfolio. Essential Functions
Set the strategic direction, priorities, and performance expectations for construction coordinators supporting transmission and substation projects. Provide leadership and oversight for construction management activities from pre-construction planning through project closeout, energization, and turnover. Ensure construction coordinators are effectively engaged with project managers, engineering, project controls, supply chain, environmental, land/ROW, operations, and other project stakeholders. Drive early constructability review and field execution input to improve project planning, reduce execution risk, support accurate estimates and schedules, and improve construction readiness. Support field employees, construction coordinators, inspectors, and contractors during construction by facilitating issue resolution, decision-making, and escalation of field constraints. Ensure construction work is performed in accordance with company safety requirements, construction standards, engineering drawings, specifications, environmental commitments, regulatory requirements, and applicable industry practices. Promote a strong safety culture by reinforcing safe work practices, field accountability, contractor expectations, and proactive identification and mitigation of hazards. Monitor field execution performance, contractor productivity, quality of work, schedule adherence, and compliance with approved construction practices. Partner with project teams and contractors to resolve constructability issues, outage constraints, access limitations, material readiness concerns, scope changes, and other execution risks. Establish consistent construction oversight processes, field reporting expectations, lessons learned practices, and performance metrics across the portfolio. Support development and continuous improvement of construction standards, inspection practices, contractor oversight requirements, and field execution procedures. Provide executive-level visibility into construction risks, safety performance, field issues, contractor performance, and project execution trends. Develop talent, provide coaching, and build organizational capability within the construction management and oversight function. Serve as a senior construction leader who balances safety, reliability, cost, schedule, quality, and stakeholder commitments. Build strong working relationships with internal project teams, field operations, contractors, engineering partners, and executive stakeholders.
