Job Description: The Site Master Planner and Site Permitting Owner is responsible for developing and maintaining the site's 3-5-year Master Plan, including space reservations, infrastructure and utility growth planning, business continuity considerations, and regulatory permitting. The role serves as the focal point between internal stakeholders, project teams, utilities owners, municipalities, government authorities, and regulatory agencies to ensure site growth plans are aligned, compliant, and executable. Key responsibilities include: Own and maintain the Site Master Plan, including space allocation, infrastructure capacity, utility growth, and long-term site development strategies. Lead site permitting activities, including construction, business, environmental, infrastructure, and operational permits. Coordinate with municipalities, government agencies, utility providers, and Authorities Having Jurisdiction (AHJ) to secure approvals and maintain compliance. Evaluate future site growth scenarios, identify capacity gaps, risks, and required infrastructure investments. Track permit schedules, milestones, risks, and dependencies to support project execution and business needs. Partner with engineering, construction, finance, legal, and operations teams to align site development plans and permitting requirements. Develop and maintain documentation, standards, forecasts, and reporting related to site planning, infrastructure growth, and permits. Drive stakeholder alignment, influence decision-making, and ensure timely resolution of permitting and planning issues.

Qualifications

Bachelor's degree in Civil Engineering, Architecture, Engineering, Urban Planning, Law, or a related field. 5+ years of experience in site planning, permitting, infrastructure development, facilities engineering, construction, or municipal/regulatory affairs. Additional qualifications include: Experience in semiconductor, industrial, manufacturing, or large-scale infrastructure environments. Knowledge of building codes, environmental regulations, utility infrastructure, and permitting processes. Experience with site master planning, infrastructure capacity assessments, and growth scenario analysis. Key competencies: Strong analytical and problem-solving skills. Ability to manage multiple priorities in a dynamic environment. Excellent negotiation, influencing, and relationship-building capabilities. High attention to detail and sense of urgency. Strong Microsoft Office and data analysis skills. Commitment to safety, quality, and continuous improvement. Experience working with municipalities, government authorities, environmental agencies, and utility providers. Strong project management, stakeholder management, and risk assessment skills.
