AWS Data Center APJC Construction Program team is seeking a highly motivated Construction Program Manager – Project Information Governance & Digital Delivery to own the end-to-end document management lifecycle and digital delivery governance across our hyperscale data-center construction portfolio. This role is anchored in programmatic management — governing document workflows from DEREL issuance through to closeout, including GC submittals, safety plans, quality plans, and all associated documentation — while championing a data-centric approach to construction that treats the Common Data Environment (CDE) and Procore as the single source of truth. The ideal candidate combines strong construction project controls experience with practical knowledge of document management systems, BIM information management, and construction technology. You will enhance, automate, and improve existing document control processes, operate stage-gate governance at each project phase, and scale AI-powered tools across the portfolio. This role does not require ownership of technical design decisions — it governs the process, completeness, and quality gate for how documents flow through the construction lifecycle. This is an individual contributor role reporting to the APJC Construction Program Lead. You will support Construction Managers delivering data center capacity across the APJC region. This position is based in Singapore, Sydney, Mumbai, or Tokyo and involves regular travel (up to 20% of the time) to project sites and other locations in the region. This Construction Program Manager will be ultimately responsible for ensuring the Construction team adopts consistent, scalable, and data-centric approaches to documentation management and digital delivery standards (ISO 19650) in APJC Construction. You will own the document management system end-to-end, develop stage-gate audit workflows, lead the integration of construction technology platforms including Procore, BIM 360, and custom AI applications, and establish measurable KPIs for documentation compliance and process maturity across all clusters. Key job responsibilities Documentation Management & Stage-Gate Governance • Own the end-to-end Document Management System (DMS) workflow: Due Diligence → Design Development (ECI & non-ECI) → Tender → Construction → Project Closeout • Conduct stage-gate audits at each project phase to verify documentation completeness, accuracy, and contract compliance • Govern Procore folder structure compliance (Construction Project and Pre-Construction folders) and enforce document numbering conventions and revision sequences • Manage the Design Release process: ensure DEREL documents (Conformance Sets, PCR drawings, OFCI LLE, BOM packages) are properly issued, tracked, and distributed via Procore folder 80 • Govern Tender documentation workflow — coordinating SOW, GCGR, design packages, and RFP compilation between Construction Managers and DCSP • Develop and enforce GC submittal requirements (10-day submission timeframe, drawing register within 2 weeks of award) • Own closeout documentation governance: GL submission within 4 weeks of SC/PFHO, closeout documents within 2 weeks, As-built package validation • Establish documentation standards and templates adopted uniformly across all APJC clusters • Develop handover/closeout validation workflows ensuring final as-builts meet customer requirements BIM Information Management & Digital Delivery • Operate the Design Release quality gate — scoring packages for document completeness, BIM compliance, and clash detection • Assure as-built model quality at Practical Final Handover (PFHO) •
