Job Description
Job Title: Government Finance Analyst - Submarines Working Pattern: Days Working location: Bristol/Hybrid (minimum 3 Days/week in the office) An exciting opportunity has arisen to join our Government Compliance Team, whose goal is to ensure that Rolls-Royce optimises returns on Government business, within the laid down conventions and regulations. The Compliance team brings together the Single Source Contract Regulations (SSCR) team and the Government Finance (GF) team to provide specialist financial advice to the business units, to enable compliance and the pricing of Government contracts in line with the relevant legal and statutory regulations. The Government Finance Analyst reports directly to the Government Finance Business Partner – Defence Aerospace, and whilst based within the Submarines business, supports wider Rolls-Royce in understanding and justifying costs incurred across all divisions. The role will involve occasional travel to visit UK MoD and other sites such as Derby. Why join Rolls-Royce? Production of the UK Defence Aerospace claims for estimated and actual cost rates and additives, in support of pricing UK and US Government contracts. This will involve working cross functionally, with Projects/Programmes, Commercial, Operations, Purchasing, and Finance. Support annual audits with the UK MoD and US DoD of the actual and estimated cost rates and additives, including reconciliation to the Rolls-Royce financial systems. Support preparation of statutory UK Cost Allocation Questionnaires (QMACs). Prepare statutory returns required in respect of Government business, principally those required by the Single Source Contract Regulations (SSCRs). Provide technical SSCR support to the Defence Aerospace business to include contracting and pricing advice, liaison with Commercial teams, as well as administration of the MoD’s reporting system on behalf of the Bristol teams. Maintain a positive working relationship when interfacing with major customers: UK and US Government representatives, as well as internal stakeholders. Contribute to continuous process improvement, including transformation as it relates to Government Finance and SSCR. Undertake ad hoc exercises as determined by the Government Finance and SSCR Business Partners. To be successful in this role you will need to: Successful candidate must be part qualified/qualified accountant or qualified by experience in cost and management accounting. Experienced user of key finance systems, including SAP, Oracle HFM/VBM. Strong Excel and PowerPoint skills. Effective communicator with representatives of external bodies, such as auditors from MoD, DoD, PwC, and the Single Source Regulation Office. Working knowledge of planning & reporting processes desirable. Demonstrate an ability to communicate complex messages in a clear and concise manner to senior management and across the finance. Ability to prioritise and work under minimal supervision but also to work as an integrated team member,
