Title and Summary Data Engineer II Overview The Operational Insights Analyst II role within the Program Controls, Operations & Modernization (ProCOM) Office establishes and strengthens a scalable "risk intelligence layer" across incident management and operational governance. This role transforms operational data into actionable intelligence that improves situational awareness, control effectiveness, and leadership decision-making. Leveraging proficienty expertise in data engineering, data management, and operational analytics, the role independently develops and maintains data solutions that aggregate, process, and analyze operational data across multiple systems. The position identifies patterns, trends, and emerging risks, translating operational signals into meaningful business insights that support proactive risk management and continuous improvement across products and platforms. This role serves as a key contributor to the evolution of ProCOM's operational intelligence capabilities by improving data reliability, expanding analytical insight, and enabling scalable reporting and risk-monitoring solutions. Role - Analyze operational incidents, service disruptions, and risk events to identify trends, recurring failure patterns, and systemic control gaps across products, platforms, and regions. - Develop executive-ready intelligence briefings and dashboards that communicate operational health, customer impact, financial exposure, and emerging risk trends. - Independently investigate operational issues and partner with incident owners, engineering teams, and stakeholders to validate information, assess impacts, and identify escalation risks. - Translate operational data into actionable risk and control insights by evaluating control effectiveness and recommending opportunities for process improvement. - Develop and maintain data pipelines, workflows, and analytical solutions that support reliable data availability, quality, and operational reporting. - Design, test, and optimize components of distributed data processing solutions to improve scalability, efficiency, and reliability. - Build and manage data integration processes that consolidate information from multiple sources into a unified operational intelligence view. - Contribute to the development and maintenance of data lake environments and analytical data structures supporting risk monitoring and operational decision-making. - Apply data modeling and database design principles to structure data for efficient storage, retrieval, and analysis. - Drive workflow orchestration and process automation initiatives that improve operational efficiency and reduce manual effort across intelligence and reporting activities. - Troubleshoot and resolve routine to moderately complex data processing, workflow, and reporting issues through root cause analysis and implementation of sustainable solutions. - Develop recurring risk narratives, trend analyses, and operational performance reporting to support leadership reviews and governance forums. - Ensure compliance with data governance, security, and operational standards while safeguarding the confidentiality, integrity, and availability of operational data. - Document technical solutions, analytical methodologies, operational processes, and best practices to support knowledge sharing and maintainability. - Provide technical input on solution design, feasibility, operational risks, and data requirements during project planning
